Hubert Humphrey Scholarship Program for the 2025-2026 academic year

The United States Mission is pleased to announce the Hubert Humphrey scholarship program for the 2025-2026 academic year. This is a one-year, non-degree study and research program for young, mid-level officials with potential for career advancement and a desire to serve for the general public. Successful applicants will study for one year at one of the top universities in the United States, including professional internships, field trips, and participation in conferences and seminars in related fields. Fellows are selected based on leadership potential at the national level and commitment to community service in the public or private sector.

Fields of expertise

The 2023-2024 Hubert Humphrey scholarship seeks candidates working in the following fields:

1. Human and institutional capacity

➢ Economic development;

➢ Finance – Banking;

➢ Public Administration and Public Policy;

➢ Technology Policy and Management.

2. Rights and Freedoms

➢ Communications and Journalism;

➢ Law and Human Rights.

3. Sustainable land resource management

➢ Agriculture and Rural Development;

➢ Resource management; Environmental policy; Climate Change;

➢ Urban and Regional Planning;

4. Thriving community

➢ Public Health Policy and Management;

➢ Education, Treatment and Prevention of Drug Abuse – Applicants in this field will be recruited and ranked the same as candidates in other fields, but must complete an additional field-specific section in their application recruitment;

➢ Educational Planning, Management and Policy.

Admission standards

To meet the standards to apply, candidates have:

➢ Graduated from university degree or higher;

➢ Worked at least 5 years since graduating from University, up to August 2025;

➢ Not lived or have only lived for a short time in the U.S.;

➢ Served the community and have leadership ability;

➢ To be able to write and speak English fluently. No English score required in application. Selected candidates will be sponsored TOEFL iBT test before October 20, 2024.

Ineligible candidates include:

  • Individuals who have recently graduated from university;
  • University lecturers or researchers not in a management position (except for candidates in the field of Drug Abuse Education, Treatment and Prevention);
  • Individuals who have attended graduate school in the United States for one year or more within 7 years by August 2025, or have been in the United States for 6 months or more within 5 years by August 2025;
  • Individuals who have dual U.S. citizenship or permanent residence in the United States;
  • Individuals who have participated in a U.S. government-sponsored exchange program within the past three years before August 2025.

Financial support:

The Humphrey Fellowship Program will provide successful applicants with the following financial support:

➢ Return flight ticket;

➢ Tuition fees at university;

➢ Accident/sickness insurance;

➢ Monthly accommodation fee; and,

➢ Cost of buying books as well as professional activities.

The Hubert Humphrey Fellowship Program does not provide financial support for dependents
